Replaces terminology "mental retardation" and "mentally retarded" with "intellectual disability" and "individual with an intellectual disability" throughout North Dakota Century Code sections related to education, mental health, developmental services, and insurance.

Updates special education credentials and licensing requirements to reference teachers of students with intellectual disabilities instead of students who are mentally retarded.

Modifies definitions in sexually dangerous individual statutes to clarify that intellectual disability is not classified as a sexual disorder, personality disorder, or mental disorder for commitment purposes.

Changes references in intermediate care facility definitions, Medicaid provisions, child welfare statutes, and provider assessment funds to use updated terminology for individuals with intellectual disabilities.

Directs legislative council to systematically replace all remaining instances of "mentally retarded" or "mental retardation" terminology with "intellectually disabled," "intellectual disability," or "individual with intellectual disabilities" throughout legislation enacted by the 62nd legislative assembly.
