Expands the definition of medical professionals the director of the Department of Transportation may consult from "physician or optometrist" to "licensed medical care provider," including doctors of medicine and osteopathy, chiropractors, psychologists, advanced practice registered nurses, and physician assistants.

Authorizes the director to seek medical advice from licensed medical care providers and use it in decisions regarding issuance, renewal, suspension, revocation, or cancellation of driver's licenses.

Allows the director to consider information and advice from an individual applicant's or driver's personal licensed medical care provider, with any required examinations and reports at the applicant's or driver's expense.

Provides liability protection for licensed medical care providers furnishing advice to the director or the director's authorized agent.

Establishes that individual applicant or driver medical information is confidential for the director's use only in determining driver qualifications and cannot be divulged or used in legal proceedings except in driver licensing matters.
