Amends North Dakota Century Code section 5-02-01 to create an exemption from alcoholic beverage licensing requirements for nonprofit organizations conducting fundraising activities.

Defines fundraising activities as auctions, raffles, or other prize contests for which consideration is given.

Prohibits alcoholic beverages sold as part of fundraising events from being consumed at that event.

Public carriers engaged in interstate commerce remain exempt from state and local retail license requirements.
