Amends North Dakota Century Code section 19-03.5-03 to expand access to prescription drug monitoring program data by adding licensed addiction counselors as an authorized recipient.

Licensed addiction counselors may access central repository data for the purpose of providing services for licensed treatment programs in North Dakota.

Maintains existing access provisions for prescribers, dispensers, patients, regulatory agencies, law enforcement, courts, Medicaid, workers' compensation, peer review committees, and de-identified research entities.

Passed the Senate 46-0 and the House 92-0 during the 2011 legislative session.
