Amends subsection 9 of section 39-05-22 of the North Dakota Century Code regarding Department of Motor Vehicle record retention requirements.

Changes language from "for a period of five years or for such further time that the director may determine" to "permanently maintained," requiring surrendered certificates of title and related records to be kept indefinitely.

Applies to records referred to in subsections 6, 7, and 8 of the same section covering motor vehicle documentation.

Passed the Senate 44-1 with 2 absent and passed the House 92-0 with 2 absent during the 2011 legislative session.
