Amends North Dakota Century Code to authorize the state department to contract with treatment and detoxification facilities in Minnesota, Montana, or South Dakota for North Dakota residents, and to provide such services to residents of those bordering states.

Prohibits interstate contracts for individuals serving criminal sentences, on probation or parole, under presentence investigation, or involuntarily committed in North Dakota, except through special interstate agreements.

Requires all contracts to specify services provided, cost responsibility, transportation costs, contract duration and termination methods, admission conditions, and placement goals.

Establishes framework for interstate agreements allowing temporary placement of individuals requiring detoxification services or on emergency holds, while maintaining that North Dakota courts retain jurisdiction over North Dakota residents and each state pays for care of its own residents.

Applies detoxification services provisions regardless of whether services are provided on voluntary or involuntary basis.
