SB2167 Summary

• Defines bullying as conduct occurring in school settings that is severe, pervasive, or objectively offensive and substantially interferes with educational opportunities, creates fear of harm or property damage, or disrupts school operations.

• Requires each school district to adopt a bullying prevention policy by July 1, 2012 that prohibits bullying and retaliation, establishes reporting and investigation procedures, sets disciplinary measures, and includes law enforcement notification requirements.

• Mandates school districts provide bullying prevention training to teachers through professional development and to volunteers and nonlicensed personnel, as well as bullying prevention programs for all students in kindergarten through grade 12.

• Provides immunity from civil and criminal liability for individuals who report bullying in good faith and for school districts that implement and substantially comply with bullying policies.

• Requires school districts to develop and implement internet safety policies designed to protect students from inappropriate online content and provide copies to parents.
