Maintains the highest threshold for projects exceeding $300,000, requiring notification to all prequalified firms with a minimum 21-day response period.

Allows the Department of Transportation to bundle multiple projects in a single solicitation, applying the requirements of the highest dollar threshold project to all projects in the solicitation.
