Amends section 14-10-06 of the North Dakota Century Code regarding unlawful encouragement or contribution to the delinquency or deprivation of minors.

Establishes mitigating factors for individuals convicted of encouraging, causing, or contributing to alcohol consumption or possession by a person under twenty-one years of age.

Courts shall consider as mitigation if the underage individual needed medical assistance as a result of consuming alcohol.

Courts shall consider as mitigation if the defendant contacted law enforcement or emergency medical personnel within twelve hours of the minor consuming alcohol to report the need for medical assistance.
