Prohibits any person from making, publishing, or disseminating advertisements containing untrue, deceptive, or misleading statements of fact about food, drugs, medicines, merchandise, services, medical treatments, prices, business locations, or other products offered to the public.

Expands the definition of prohibited advertising methods to include "television or radio broadcast, placement on the internet" and web pages.

Creates an exception for performances by tribute or salute groups if at least one member was in the original recording group, performance is authorized, advertising includes proper disclaimers, or the performance is not a live music event in North Dakota.

Limits liability to the offeror of products or services, exempting publishers, broadcasters, advertising media, and advertising agencies that rely on assurances from advertisers that claims are true.
