Amends North Dakota Century Code section 54-35-18 to modify the composition and duties of the energy development and transmission committee, effective through August 1, 2011.

Committee composition consists of 12 members: 6 house members (4 majority party, 2 minority party) and 6 senate members (4 majority party, 2 minority party), appointed by legislative management during each biennium.

Committee chairman is designated by the chairman of legislative management and operates according to procedures governing other legislative management interim committees.

Committee studies comprehensive energy policy and energy industry development, including extraction, generation, processing, transmission, transportation, marketing, distribution, and use of energy across state and international markets.

Removes language authorizing the committee to study taxation of shallow gas to reduce energy costs for North Dakota residents from the statute.
