Modifies the Real Estate Appraiser Qualifications and Ethics Board to require the financial industry representative be appointed from a list submitted by banking associations, credit unions, farm credit systems, and the credit union association of the Dakotas, with each entity submitting up to two candidates.

Changes board member term limits from unlimited consecutive service to a maximum of two consecutive five-year terms, with at least two years required before reappointment, effective for appointments after July 31, 2011.

Requires the board to adopt rules that clearly establish standards for approval and disapproval of permit applications, with disapprovals specifying the basis for denial.

Mandates the board keep permittees informed of activities through notification of board vacancies, internet posting of meeting notices and minutes, and internet posting of proposed and final rule changes.

Changes permit issuance for out-of-state applicants from discretionary ("may issue") to mandatory ("shall issue") if requirements are substantially equivalent and no grounds for denial exist, with a 60-day decision timeline.
