Amends section 12-59-20 to authorize probation and parole officers to supervise sexually dangerous individuals released to community placement on an outpatient basis in accordance with section 25-03.3-24.

Creates a new subsection to section 54-23.3-04 granting the director of the department of corrections and rehabilitation the power to employ personnel and establish policies and procedures for supervising sexually dangerous individuals in community placement.

Probation and parole officers retain their existing peace officer powers for enforcing probation and parole laws and assisting other law enforcement in securing violators and controlling criminal activity.

Declared an emergency measure.

Passed the Senate 47-0 and the House 92-0 with 2 absent.
