Requires city governing bodies to mail notice by certified mail at least seven days before presentation of an annexation petition to the owner of each parcel of real property within the proposed annexation area.

Expands notice requirements to include governing bodies of each city, county, or township directly affected by the proposed annexation, in addition to other cities with extraterritorial zoning or subdivision regulation authority.

Allows an annexing city to either stop its annexation pursuit or submit the matter to mediation if written consent is not received from a city with extraterritorial zoning or subdivision regulation authority over the area.

Requires cities to mail notice at least seven days before hearings by certified mail to governing bodies of each city, county, or township directly affected by the proposed annexation under the resolution process.

Permits mediation or administrative hearings through the office of administrative hearings if disputes arise over annexations affecting areas within another city's extraterritorial authority.
