Reduces the threshold for non-wind energy conversion facilities from 60 megawatts to 50 megawatts of electricity generation capacity to qualify as an energy conversion facility.

Wind energy conversion facilities exceeding one-half megawatt of electricity generation continue to require siting certification.

Establishes application fees for certificate of site compatibility at $500 per $1 million of proposed facility investment.

Sets application fees for certificate of corridor compatibility at $5,000 per $1 million of proposed facility investment, with application fees capped between $5,000 and $100,000.

Allows waiver application fees to be credited against subsequent application fees if the waiver is not granted.
