Requires anemometer towers 50 feet or higher located outside city zoning jurisdictions to be painted in alternating orange and white bands, beginning and ending with orange.

Mandates 7-foot safety sleeves at each anchor point along guy wires and at least one marker ball on the highest set of guy wires to ensure visibility during daylight hours.

Establishes North Dakota aeronautics commission database of anemometer tower locations by January 1, 2012, requiring owners to provide GPS coordinates within 60 days of enactment for existing towers and at least 10 days before erection of new towers.

Appropriates $4,500 to the aeronautics commission for the biennium beginning July 1, 2011, to establish and maintain the anemometer tower database.

Classifies violations as infractions and provides transition timeline requiring towers erected before August 1, 2011, to comply with marking requirements by August 1, 2014.
