Allows temporary vehicle registration without title transfer or motor vehicle excise tax imposition, with operators required to maintain evidence of out-of-state registration and display temporary permit on vehicle.

Amends residency definitions to clarify that students at in-state universities and daily commuters with reciprocal exemptions are not considered residents, and extends residency threshold to ninety consecutive days.

Limits Department of Transportation marketing and awareness campaign expenses to $50,000 for the 2011-2013 biennium and declares the act an emergency measure.
