Amends Chapter 48-01.2 of the North Dakota Century Code to define "design-build" as a procurement process where design and construction of a public improvement project are procured from one entity appropriately licensed to provide both design and construction services, whether directly or through a subcontractor.

Allows governing bodies to use the design-build method for public improvement projects with estimated costs of $20 million or more if they determine it will reduce costs, expedite completion, or provide design features not achievable through design-bid-build method.

Requires governing bodies to establish a selection committee of at least three individuals (at least 50% registered architects or engineers, and at least one licensed contractor) to review and select design-build proposals from no more than five qualified entities.

Mandates that design-build entities submit detailed questionnaires including team member information, project experience, licenses and credentials, insurance capabilities, adverse claims history, and safety records, with no member replacement allowed without written governing body consent.

Requires selection committees to use numeric scoring with weighted criteria allocating at least 10% each to price, technical design, construction expertise, and lifecycle costs over 15+ years, with public announcement of contract awards identifying first, second, and third-ranked submissions.
