Amends subsection 5 of section 37-19.1-02 of the North Dakota Century Code regarding exemptions to veterans' preference for public employee hiring.

Adds athletic team coaches of board institutions to the list of positions exempt from veterans' preference requirements.

Maintains existing exemptions for superintendent of schools, teachers, chief deputies, private secretaries, board of higher education chancellors and vice chancellors, and university presidents, executive deans, vice presidents, assistants to the president, and provosts.

Preserves exemptions for temporary committees and individual or group appointments made by the governor or legislative assembly.

Passed the Senate 42-4 (1 absent) and the House 80-11 (3 absent) during the 2011 regular session.
