Increases the maximum leave state employees can use to care for a child, spouse, or parent with a serious health condition from 40 hours to 80 hours per twelve-month period.

Allows employees, with supervisor approval and pursuant to office of management and budget rules, to take up to an additional 10 percent of their accrued sick leave beyond the 80-hour limit in any twelve-month period for family care purposes.

Requires employers to compensate employees for family care leave on the same basis as leave taken for the employee's own illness.

Declared as an emergency measure.
