Amends North Dakota Century Code section 14-09-22 regarding child abuse and neglect penalties for parents, guardians, and custodians who willfully commit specified offenses.

Establishes class C felony for inflicting bodily injury, mental injury, failure to provide care, or permitting children in disreputable places or forbidden occupations; upgrades to class B felony if victim is under six years old.

Elevates offense to class B felony for caregivers providing services without the parent present who inflict injury on a child; subjects those committing sex offenses to penalties under chapter 12.1-20.

Creates class B felony (or class A felony if victim is under six years old) when victim suffers permanent loss or impairment of a bodily member or organ function.
