Establishes a crop insurance development board consisting of the agriculture commissioner, two representatives from agricultural organizations, and two individuals from the crop insurance industry, with two-year terms beginning July 1, 2011.

Board assesses feasibility of crop insurance proposals from individuals and public or nonpublic entities and may authorize grants covering up to 75 percent of the first $50,000 in costs and 50 percent of costs thereafter.

Requires applicants receiving grants to repay some or all funds from moneys received from the federal crop insurance corporation, with repayments deposited into the agricultural fuel tax fund.

Agricultural products utilization commission shall reserve $150,000 from the agricultural fuel tax fund each biennium for grants approved by the board, with unexpended amounts carried forward to subsequent biennia.

Act expires and becomes ineffective on June 30, 2015.
