Defines "crops" as harvested, collected, or stored plants used for livestock feed, fodder, or fuel, and "depredation" as damage to or destruction of private property.

Authorizes the Game and Fish Director to allow individuals with antlerless deer licenses to take deer on private lands severely impacted by deer between December 1 and January 15, only after other measures prove ineffective.

Establishes a deerproof hay yard program providing materials, supplies, and cost-share construction assistance to landowners to protect crops and feed from deer depredation.

Allocates $1 million per biennial appropriation for big game depredation winter management practices and $100,000 per biennial appropriation for food plots on private property without public access requirements.

Authorizes the director to authorize individuals to euthanize injured, sick, or emaciated deer and to implement targeted deer reduction programs to alleviate depredation.
