Creates definitions for motor vehicle dealers, manufacturers, distributors, franchises, and related terms in North Dakota Century Code Section 51-07-00.1.

Prohibits manufacturers, wholesalers, and distributors from coercing dealers to accept unwanted vehicles, conditioning sales on unrelated purchases, implementing discriminatory allocation systems, requiring dealers to pay advertising costs, forcing exclusive facilities, or preventing reasonable dealership relocations.

Prohibits manufacturers from discriminating in vehicle pricing, refusing to offer incentive programs available to other same line-make dealers, and terminating franchises without good cause beyond dealer control.

Prohibits requiring dealers to waive rights under North Dakota law, enter agreements subject to another jurisdiction's laws, or waive rights to dispute resolution in North Dakota state or federal courts, except in voluntary settlement agreements.

Establishes one-year time limit for manufacturers to conduct warranty or incentive audits and chargebacks, requiring proof that dealer claims were false, fraudulent, or failed to comply with reasonable procedures.
