Amends North Dakota Century Code definitions to distinguish "engineering surveys" from traditional land surveying, defining engineering surveys as activities required for engineered projects including locating alignments and elevations for construction of fixed works, excluding real property boundary establishment.

Clarifies that professional engineers performing work included in both engineering and land surveying definitions do not require land surveyor registration, and professional land surveyors performing overlapping work do not require professional engineer registration.

Creates exemption from regulation for persons ordinarily operating or maintaining machinery or equipment, adding this to the list of activities exempt from professional engineer and land surveyor licensure requirements.
