Amends North Dakota Century Code section 57-40.6-02 to increase the maximum emergency services communications fee from $1.00 to $1.50 per month per communication connection, effective after June 30, 2012.

Requires county or city governing bodies to adopt a resolution proposing the fee and submit it to voters for approval before implementation, with the fee applied equally to all assessed communications services.

Allows fee increases during the initial six-year approval period through a ballot procedure, and permits fee reimposition for six additional years without resubmitting to voters after initial approval.

Enables political subdivisions within an intrastate multicounty public safety answering point to exceed the $1.50 maximum fee cap by resolution, subject to voter approval at the next general election.

After the fee is established, allows voters to increase, decrease, or eliminate the fee by majority vote through a general, primary, or special election petition signed by at least 10 percent of qualified electors.
