Amends North Dakota law to establish penalties for manufacturing, delivering, or possessing controlled substances with intent to deliver, including delivery via the internet.

Schedule I or II narcotic drugs and methamphetamine convictions result in class A felony charges, with mandatory sentences of at least five years for second offense and twenty years for third or subsequent offenses.

Other Schedule I, II, or III controlled substances result in class B felony charges; delivery of 100 pounds or more of marijuana constitutes a class A felony.

Establishes enhanced penalties when offenses occur within 1,000 feet of schools or colleges, involve delivery to minors by defendant age 16+, involve specific drug quantities, or involve possession of a firearm.
