Creates a new section of North Dakota Century Code establishing uniform and nondiscriminatory access for election observers to all stages of the election process, including certification of election technologies, early voting, absentee voting, voter appeals, vote tabulation, and recounts.

Requires election observers to wear a badge displaying the individual's name and the name of the organization they represent.

Prohibits election observers from wearing campaign material advocating for or against candidates or ballot positions.

Prohibits election observers from interfering with voters during ballot preparation or casting, or hindering the performance of election officials' duties.
