Retailers selling scheduled listed chemical products must obtain and record government-issued identification from purchasers and deliver products directly to the buyer.

Sellers must maintain a written sales list including product name, quantity, purchaser names and addresses, dates and times of sales, and a unique electronic record identification number, which must be signed by the purchaser.

All transaction information must be submitted to a real-time electronic recordkeeping system before completing the sale, and identification records must be retained for three years then destroyed.

The Bureau of Criminal Investigation shall provide retailers access to a real-time electronic recordkeeping system maintained in a central repository with capability to calculate state and federal purchase limitations for ephedrine base, pseudoephedrine base, and phenylpropanolamine base.

The Bureau of Criminal Investigation may not charge retailers a fee for establishment, maintenance, or access to the electronic recordkeeping system.
