Establishes state policy to advance employment opportunities for individuals with disabilities through job skills training, rehabilitation, and community integration.

Redefines "work activity center" as a nonprofit facility licensed by the Department of Human Services that employs individuals with physical disabilities, developmental disabilities, or chronic mental illnesses.

Allows state entities and political subdivisions to purchase commodities or services directly from work activity centers at fair market price without competitive bidding.

Requires all work activity center contracts to be in writing and include purchase price, quantity of commodity or service, and service period; contracts must be made available upon request.

Adds work activity centers as an exemption to competitive bidding requirements under state procurement law, alongside correctional institutions and other government agencies.
