Department of Human Services may allocate up to $200,000 during the 2011-13 biennium to establish a regional autism spectrum disorder centers of early intervention and achievement pilot program.

Grants must be awarded to nonprofit intermediate care facilities licensed by the department, with applicants required to match each grant dollar with $1 of nonstate, cash matching funds from the applicant's own resources.

Qualified applicants must submit a plan for funding and delivery of skilled services to individuals with autism spectrum disorder and establish a regional autism spectrum disorder center in a city with a population exceeding 10,000.

Department of Human Services shall report preliminary findings to legislative management by September 30, 2012, and a written status report by December 31, 2012, with final recommendations to the appropriations committees of the 63rd legislative assembly.

Legislative management shall conduct a study during 2011-12 interim examining the current system for diagnosis, early treatment, care, and education of individuals with autism spectrum disorder, including sliding fee scale review and stakeholder input, with findings reported to the 63rd legislative assembly.

Section 1 of the Act expires June 30, 2013.
