Amends North Dakota Century Code section 50-01.2-03.2 regarding county social service board duties and financing for human services programs.

Requires counties to report annually by February 28th to the department of human services the total mills levied for human service purposes and the countywide value of a mill, using the abstract of tax list prepared pursuant to section 57-20-04.

Establishes a distribution formula for counties that levy ten or more mills above the statewide average mill levy, with each eligible county receiving a proportionate share of one-half of the biennial appropriation.

Requires the department to reimburse county social service boards for locally administered economic assistance programs in counties where ten percent or more of the supplemental nutrition assistance program caseload resides on federally recognized Indian reservation lands, with reimbursement capped at ninety percent of actual costs.

Provides that affected counties receive quarterly payments based on previous fiscal year costs, with annual reconciliation and any adjustments made in the first quarter of the new fiscal year, with final reimbursement amounts reported prior to September 1st.
