Amends Section 61-02-12 to set compensation for appointive members of the state water commission at the amount provided for members of the legislative management under Section 54-35-10, replacing the previous rate of $62.50 per day.

Members of the water commission must be reimbursed for expenses under Sections 44-08-04 and 54-06-09 while attending meetings or performing official business, including travel time.

Amends Section 61-04.1-07 to set compensation for non-salaried North Dakota atmospheric resource board members at the amount provided for members of the legislative management under Section 54-35-10, replacing the previous rate of $62.50 per day.

Board members must be reimbursed for mileage and expenses under Sections 44-08-04 and 54-06-09, while full-time state employees receive only necessary travel and expense reimbursement.

Bill passed the Senate 47-0 and the House 84-4 during the 2011 legislative session.
