Increases the maximum annual drainage levy from one dollar and fifty cents to two dollars per acre (.40 hectare) in North Dakota.

Allows drainage boards to proceed with cleaning out, maintaining, and repairing drains that exceed the maximum levy amount, but only upon petition of at least sixty-one percent of affected landowners.

Requires the percentage of affected landowners signing the petition to be determined in accordance with weighted voting provisions in section 61-21-16.
