Consolidates separate athletic advisory board and mixed fighting style advisory board into a single commission of combative sports to assist the secretary of state in regulating boxing, kickboxing, mixed fighting style competition, and sparring.

Authorizes the secretary of state to adopt combined rules for all combative sports or alternatively regulate competitions using the most recent uniform rules of boxing and unified rules of mixed martial arts published by the association of boxing commissions.

Establishes license fees for boxers, kickboxers, mixed style fighters, promoters, managers, judges, referees, and other participants in combative sports events.

Allows the secretary of state to charge a fee based on gross revenues from combative sports exhibitions, capped at 3 percent but with a minimum of $500, to fund commission expenses.

Directs all fees collected to be deposited in a special fund in the state treasury as a continuing appropriation for administering combative sports regulation and commission member compensation and expenses.
