Authorizes the highway patrol to establish an online electronic permit system for oversize and overweight vehicles with an additional $15 fee per permit issued.

Creates the motor carrier electronic permit transaction fund in the state treasury to receive permit fees and fund the costs of establishing and maintaining the online permitting and automated routing system.

Requires the automated routing system to integrate department of transportation traveler information, necessary routing data, and the highway patrol computer-aided dispatch system.

Authorizes the Bank of North Dakota to extend a line of credit not to exceed $2,560,000 to the highway patrol until June 30, 2015, to be repaid with funds from the motor carrier electronic permit transaction fund.

Requires the highway patrol to involve the information technology department in project planning for the biennium beginning July 1, 2011, and ending June 30, 2013, with IT department approval required before proceeding with implementation.
