Declares the Patient Protection and Affordable Care Act (Pub. L. 111-148) and the Health Care and Education Reconciliation Act of 2010 (Pub. L. 111-152) likely unconstitutional and contrary to the founders' and ratifiers' intent.

Directs the North Dakota legislative assembly to consider enacting measures necessary to prevent enforcement of these federal health care laws within the state.

Prohibits provisions of the federal health care reform acts from interfering with individuals' choice of medical or insurance providers, except as otherwise provided by North Dakota state law.
