Creates a new approval process for theological studies instructors requiring applicants to hold a baccalaureate degree and receive recommendation from a nonpublic school's governing board.

Requires completion of application, fees, and background check before approval as a theological studies instructor is granted.

Allows nonpublic high schools to offer up to two units of theological studies courses toward the 22-unit high school graduation requirement if taught by an approved instructor.

Maintains all other existing high school diploma requirements including four units of English language arts, three units each of mathematics, science, and social studies, and additional elective units.

Passed the Senate 43-2 and House 91-1 during the 2011 regular session.
