Requires the state board of higher education to provide monthly project variance reports to the director of the office of management and budget for construction projects valued at more than $250,000 on higher education campuses.

Monthly reports must include project name, authorized expenditure, original contract amount, change orders, potential change orders, total expenditures to date, and original and updated completion dates.

State board of higher education must also provide brief descriptions of each change order and list all public and nonpublic entities with contractual financial obligations for the project.

Office of management and budget shall review received information and provide reports to the budget section of the legislative management upon request.
