Amends North Dakota Century Code section 39-12-05.3 to modify weight permit provisions for vehicles on non-interstate highways.

Expands ten percent weight permit eligibility in subsection 4 to include movement of agricultural products "from a temporary initial storage site to a commercial storage site" in addition to existing harvest-to-storage provisions.

Broadens subsection 5 to authorize ten percent weight permits for "all vehicles carrying agricultural products" instead of limiting permits to only potatoes or sugar beets.

Maintains maximum gross weight limit of 105,500 pounds for all permitted vehicles and retains existing seasonal permit periods (July 15 to December 1 for agricultural products; December 1 to March 7 for general products).
