Department of Human Services shall establish and administer a substance abuse services pilot voucher payment program for the biennium beginning July 1, 2011, and ending June 30, 2013.

Program allows beneficiaries to submit vouchers to providers of their choice for substance abuse services, with participating providers licensed and accredited by the state.

Payment amounts may not exceed the cost of the same service provided by the state, and the program is funded through federal Access to Recovery grant moneys received by the department.

Program implementation is contingent on federal Access to Recovery grant funding availability; if no region has required services, the department shall develop them in selected region(s) without duplication.

Department of Human Services must report preliminary findings to legislative management prior to September 30, 2012, including cost comparisons and analysis of program effects on access to care and outcomes.
