Amends the definition of "farm business" under North Dakota Century Code section 6-09.13-01 to include subsurface field tiling projects as an eligible income-producing activity.

Adds subsurface field tiling projects as a new eligible use under section 6-09.13-03 of the agriculture partnership in assisting community expansion fund.

Directs legislative management to study laws and rules relating to subsurface field tiling during the 2011-12 interim period.

Requires legislative management to report findings, recommendations, and any necessary implementing legislation to the sixty-third legislative assembly.
