Creates a new late fee of $25 per tank per month imposed on tank owners or operators if registration payment is not received within 60 days of July 1st.

Amends the petroleum compensation fund to reimburse eligible tank owners or operators for 90 percent of corrective action costs between $5,000 and $1 million per occurrence, with a $2 million aggregate limit.

Limits eligible tank owner or operator out-of-pocket liability to a maximum of $20,000 for any single release.

Requires tank owners or operators to have been in compliance with all applicable state and federal rules, including financial responsibility and health and safety rules, at the time a release was discovered.

Requires the owner or operator to pay the first $5,000 of corrective action costs and to fully cooperate with the department and administrator in responding to the release.
