Creates chapter 15-10.3 of the North Dakota Century Code to regulate student fees at state higher education institutions, defining "fees" as monetary charges other than tuition for specific purposes or supplemental services.

Requires the state board of higher education to publish mandatory fees, program-specific fees, and optional fees on its website in a comparable format across all institutions.

Limits annual increases in mandatory fees (excluding program-specific fees) to no more than one percent of the institution's average full-time resident undergraduate tuition rate, with exemptions for documented extraordinary circumstances or demonstrated student demand through election or student governing board action.

Requires institutions requesting mandatory fee increases to provide the state board with estimated revenue, intended purposes, anticipated tuition increases, five-year fee history, student participation in decision-making, and affected student numbers before approval.

Directs legislative management to study the assessment and justification of mandatory and optional fees during the 2011-12 interim and report findings to the 63rd legislative assembly; makes the fee increase limitation provision effective through June 30, 2013.
