Amends section 40-22.1-01 of the North Dakota Century Code to allow municipalities with populations of 10,000 or less to defray improvement expenses through special assessments for business promotion, including advertising, marketing, public events, and trade activity promotion.

Authorizes municipalities to make contracts with any entity and include necessary work and materials for improvement projects under this chapter.

Prohibits municipalities from issuing warrants, bonds, or other forms of indebtedness in anticipation of special assessment levy and collection.

Requires the legislative management to study special assessment use for public improvements, administration practices across the state, and alternative funding mechanisms during the 2011-12 interim.

Mandates the legislative management report its findings and recommendations, including any necessary legislation, to the sixty-third legislative assembly.
