County boards of commissioners may conduct elections by mail ballot, including city elections administered by the county auditor and other elections by agreement with political subdivisions.

Boards must designate one or more polling places in the county to be open on election day for in-person voting.

If a county includes territory within an Indian reservation boundary, the board must designate at least one polling place within the reservation territory to be open on election day for in-person voting.

County auditors must post notices at all polling places used in the last statewide election stating the locations of polling places open for the mail ballot election.

County auditors must maintain records of all mail ballots provided to qualified electors and provide election boards at each open polling place with a list of all persons who applied for mail ballots.
