Allows code enforcement agencies to exempt previously used temporary work camp housing from full code compliance if the waiver does not substantially compromise worker health or safety.

Permits agencies to conduct nondestructive inspections of used temporary work camp housing and issue limited certificates of inspection valid for five years if compliant or acceptable under waivers.

Requires owners to remove temporary work camp housing and related infrastructure within 120 days of vacation and provide surety bonds or letters of credit to cover removal costs.
