Appropriates $9,000,000 to the adjutant general for emergency snow removal grants covering January through March 2011, reimbursing up to 60 percent of costs exceeding 200 percent of the 2004-2008 average for counties, townships, and cities.

Transfers $22,000,000 from the permanent oil tax trust fund to the state disaster relief fund during the period effective through June 30, 2011.

Appropriates $22,000,000 from the state disaster relief fund through June 30, 2013 for state disaster costs, flood relief and mitigation projects in at-risk cities (capped at $3,200,000), road grade raising projects on bodies of water that have risen more than 25 feet since 1993, and matching funds for federal emergency relief.

Establishes tiered state funding for local road grade raising projects based on taxable land loss due to inundation since 1993, providing 50 to 90 percent of the local match depending on extent of land loss.

Declares the act an emergency measure.
