Appropriates $73,034,078 in total funds to the attorney general for the 2013-15 biennium, with $37,651,628 from the general fund and the remainder from special and federal funds.

Increases attorney general salary from $134,635 to $138,959 annually, effective July 1, 2014.

Authorizes 213.5 full-time equivalent positions, including one limited-authorization position for computerized business projects to be reevaluated for the 2015-17 biennium.

Permits the attorney general to retain the balance in the attorney general refund fund that would otherwise transfer to the general fund on June 30, 2013.

Designates the refund fund provision as an emergency measure.
