Appropriates $2,175,222 from the general fund to the state treasurer for the 2013-15 biennium, including $1,396,437 for salaries and wages and $512,947 for operating expenses, with an increase of 1.0 full-time equivalent position.

Increases the state treasurer's annual salary to $91,336 through June 30, 2014, and to $94,891 thereafter, with legislative intent to increase it further to match the next lowest-paid elected official effective July 1, 2017.

Modifies the state treasurer's authority to correct tax payment errors, limiting adjustments to $100 per biennium unless approved by the emergency commission, and requiring adoption of a written policy defining insignificant amounts.

Amends the revenue allocation for oil and gas gross production and oil extraction taxes on the Fort Berthold Reservation to divide trust land revenues evenly between the tribe and state, and allocate 20 percent of nontrust land revenues to the tribe.

Declares $195,223 and one full-time equivalent position as emergency measures.
